Dr. Ramadan Al Blooshi serves as the Director of the Public Health and Protection Department and oversees the development and implementation of policies and initiatives aimed at safeguarding the health and wellbeing of the population of Dubai, while also addressing public health challenges and ensuring readiness to respond. He also serves as the Senior Advisor to the Director General at the Dubai Health Authority (DHA), contributing his expertise to the advancement of DHA’s local and international projects.

Previously, he held the position of Chief Regulatory Officer (CRO) at Dubai Healthcare City Authority from 2014 to 2021, overseeing the Dubai Healthcare City (DHCC) free zone as the head of Dubai Healthcare City Authority – Regulatory (DHCR). Prior to that, his role involved leading the Health Regulation Department at the Dubai Health Authority, where he played a pivotal role in establishing clinical governance and spearheading the medical tourism strategy. Dr. Al Blooshi’s career began with clinical roles, including internist with the UAE Ministry of Health and Prevention, and gastroenterologist at Rashid Hospital. His demonstrated expertise encompasses a wide range of areas, including the registration and regulation of facilities and professionals, healthcare facility inspection, customer care, policies and standards, complaints management, health informatics, and medical tourism.

A holder of a Masters’ degree in Business Administration (MBA) from Zayed University, Abu Dhabi, and a Master of Science in Gastroenterology from Queen Mary University, London, UK. Dr. Al Blooshi also possesses an Executive Diploma in Public Administration from the National University of Singapore. Moreover, he is a member of the Royal College of Surgeons in Ireland (RCSI) and a participant of the Mohammed Bin Rashid Programme for Leadership Development (MBRPLD). Beyond his professional endeavors, Dr. Al Blooshi enjoys swimming, visiting museums and traveling to explore different cultures.
